Comments
When visitors leave comments on the site we collect the data shown in the comments form, and also the visitor’s IP address and browser user agent string to help spam detection.
An anonymized string created from your email address (also called a hash) may be provided to the Gravatar service to see if you are using it. The Gravatar service privacy policy is available here: https://automattic.com/privacy/. After approval of your comment, your profile picture is visible to the public in the context of your comment.
Media
If you upload images to the website, you should avoid uploading images with embedded location data (EXIF GPS) included. Visitors to the website can download and extract any location data from images on the website.

If you leave a comment on our site you may opt-in to saving your name, email address and website in cookies. These are for your convenience so that you do not have to fill in your details again when you leave another comment. These cookies will last for one year.
If you visit our login page, we will set a temporary cookie to determine if your browser accepts cookies. This cookie contains no personal data and is discarded when you close your browser.
When you log in, we will also set up several cookies to save your login information and your screen display choices. Login cookies last for two days, and screen options cookies last for a year. If you select “Remember Me”, your login will persist for two weeks. If you log out of your account, the login cookies will be removed.

How long we retain your data
If you leave a comment, the comment and its metadata are retained indefinitely. This is so we can recognize and approve any follow-up comments automatically instead of holding them in a moderation queue.
For users that register on our website (if any), we also store the personal information they provide in their user profile. All users can see, edit, or delete their personal information at any time (except they cannot change their username). Website administrators can also see and edit that information.
What rights you have over your data
If you have an account on this site, or have left comments, you can request to receive an exported file of the personal data we hold about you, including any data you have provided to us. 「第13屆國際綠色智慧交通暨第1屆亞太道路收費國際高峰論壇」於4月16日舉行,邀請各國智慧運輸系統(ITS)協會理事長來台,舉行亞太道路收費聯盟簽約儀式,在既有成員包括台灣、印度、泰國、紐西蘭代表見證下,迎接馬來西亞與新加坡加入,強化道路收費制度願景與協作。交通部高公局陳文瑞局長應邀分享,提到國道計程收費(ETC)智慧系統成果已成為推動「新南向政策」重要亮點。本次論壇是由FETC與台灣ITS協會等單位共同主辦。
本次論壇主題之一「形塑未來道路收費制度(Designing RUC System in the Future)」,筆者受邀主持時指出ETC國道通行費收取年約230億元,扣除支付委辦費後留供總長度1062公里國道基金使用。至於總長度2萬1826公里的各種公路,交通部藉收取年約480億元汽燃費供地方政府道路養護。國外大都採燃料稅費隨油徵收,我國汽燃費是隨車徵收與實際行駛距離無關。另近期公路法第27條修正,將「汽車燃料使用費」更名為「公路使用養護安全管理費」,對不用加油之電動車,亦有法源得以收取使用費。
筆者三月間曾受邀到歐洲布魯塞爾舉辦的道路使用費(Road User Charging)研討會分享,了解到國際趨勢像是英國2028年將對電車里程收費;冰島對包含機車等全面里程收費;美國奧勒岡、猶他、維吉尼亞州早已就電車採自願性里程收費取代固定註冊費,夏威夷2033年適用所有車種;紐西蘭先對電車,預計2027年就所有車種全面實施。此次主持論壇進一步詢問幾位國外專家,像是波蘭轎車通行費大多選擇手機衛星,但是否有藉關閉通訊或手機沒電,以逃避衛星追蹤計費?衛星是否有追蹤隱私疑慮?新加坡改採ERP2.0收費範圍是否類似捷克,擴大增加使用費收入?
